중국이나 한국에 거주하는 탈북자와 북한에 거주하는 사람들 사이에서 외화를 운반해주는 브로커였다고 알려져있음. 2012년 4월 보위사령부 7처에서 강씨와 가족을 혜산시의 7처로 데려가 독방에 가둠. 다른 가족들은 3개월 만에 풀려남. 강씨는 6개월간 구금 후 풀려났으나 2014년 5월 다시 체포
