Mr. Cheol-Min Seong (철민성), born on 29 August 1980 in Haesan-gu, Hamhung City, South Hamgyong Province (DPRK) was
allegedly detained in March 2007 with a group of other persons while attempting to escape to South Korea by the People's
Republic of China authorities in Sichuan Province.
Mr. Seong was detained in China until September 2007, when he was returned to the Democratic People’s Republic of Korea. The
Ministry of State Security of the DPRK then detained him in a detention center in Hyesan, where he was last seen around JanuaryFebruary 2008.
Mr. Seong was allegedly subjected to torture while in detention in Hyesan. He was then sentenced to a prison term following a
“secret” trial at the Ministry of State Security. A source reported that the Ministry of State Security planned to transfer Mr. Seong
to a political prison camp (kwanliso) in an undisclosed location.
At the time of the present communication, the fate and whereabouts of Mr. Cheol-Min Seong remain unknown.
